A quantum inspired framework for radiative transfer in atmosphere was developed for two dimensional in space and three dimensional in direction, jointly modeling multiple scattering, polarization, absorption, and emission processes. The radiative field is represented by the Stokes vector (I,Q,U ,V) and discretized using a D2Q9 spatial lattice coupled with a uniform distributed three dimensional angular representation. The formulation is based on the Lattice Boltzmann Method, which incorporates a physically consistent polarized Rayleigh phase matrix representation. A classical lattice solver employing identical spatial and angular discretizations and physical modeling is implemented as a reference. The corresponding quantum algorithm is evaluated using the IBM Qiskit quantum simulator, enabling direct comparison of numerical accuracy. The results demonstrate that fully physical polarized radiative transfer can be embedded within a quantum lattice framework and provides an initial benchmark toward scalable quantum atmospheric radiative transfer and future quantum climate modeling
